Error 10060?

I'm getting Error 10060 intermittantly when trying to connect to
66.203.85.62:25.
"Intermittantly" as in every few days - at which time I have to
activate my gMail account and use the gMail server to get my
email sent.
I'm not changing any Agent settings between episodes, so that
makes me think it's something at the COTSE end.
Am I the only one?

FWIW, I get the same error when using port 587.
On port 465 I get "Closed unexpectedly by server..." - which
seems tb expected, since I am using non-SSL.
