The May 30 (1997), Associated Press report on President Clinton's
announcement that the American troop will not be leaving Bosnia any time
soon shouldn't come as a surprise to anyone. It was clear from the
results of the Dayton negotiations that what was achieved there wasn't a
peace agreement but rather a NATO/U.S. enforced cease fire. The whole
Dayton process was directed more towards the American electorate and the
showing of President Clinton's supposed foreign policy competence than
the achievement of a true, fair and long lasting piece. He obviously
succeeded with the American electorate, but as far as Bosnia goes,
nothing was resolved, and even the few agreements that might have made
some sense were never enforced, such as return to their homes of all the
refugees and the bringing to trial of all the Serbian war criminals.

The only true winners in Bosnia were the Serbs. The genocide and the
ethnic cleansing they committed is being slowly forgotten, while in
Dayton, they were rewarded with half of Bosnia. It isn't much different
than if the Nazis were rewarded with half of France at the end of W.W.II.

But the Bosnian Muslims, the greatest victims of the Serbian aggression,
are not seeing any positive results from the Dayton agreement. They are
left in an economically unworkable and militarily indefensible
reservation, surrounded by hostile Christians. Their only alternative
will be to liberate by force that which was given to the Serbs in Dayton.

The only thing we can expect Mr. Clinton to continue doing is extending
the troops stay in Bosnia until he leaves office. After that, it won't
be his problem.

As a matter of fact, the charade of the so called "Dayton" agreement will
be further reinforced in the upcoming Bosnian local and municipal
elections, also supported By Mr. Clinton. As with the other points of
the Dayton agreement, Mr. Clinton is not concerned that these elections
will further assure the Serbian dominance over half of Bosnia and in fact
finalize the dismemberment of Bosnia. If Mr. Clinton was as concerned
with the Bosnia people as he claims, he would support the cancellation of
those elections until all the "ethnically cleansed" Bosnians can return
to their homes first. The supreme idiocy of these upcoming elections in
Bosnia is the fact that it will be the vote confirming the different
ethnic groups to a particular location, in other words, a confirmation of
the "ethnic cleansing." Since the Bosnians are not allowed to return to
their half of Bosnia now occupied by the Serbs and vote there, where
their homes were, the elections will forever confirm that the territories
taken by the Serbs will stay Serb (with Mr. Clinton's blessing).
Although Mr. Clinton is not the only one with the authority to "make
things right" in Bosnia, he is the only one with enough physical power to
back up his demands. But so far, his demands were to sweep Bosnia under
the rug until he leaves office.

We, the citizens of the Republic of Bosnia-Herzegovina, who were exiled
by force from our country into the USA and who understand the importance
of today's events for the future of our homeland, are sending to the
representatives of the government of Bosnia and Herzegovina and to the
whole world the following:


PETITION

Regarding the announcement of the rules for the election of the governing
officials by the Temporary Election Committee of the Organization for
Security and Cooperation in Europe (OSCE), first in the city of Mostar,
and shortly after in all of Bosnia-Herzegovina, we strongly demand that
the elections be postponed until the return of all Bosnian refugees to
their homes is completed. If the elections go on as planned by the OSCE
Temporary Election Committee and its
leader Mr. Robert Frowick, we know that the result would be the
destruction of
Bosnia-Herzegovina as an independent country and the refugees, who were
the victims of the genocide and ethnic cleansing, never would be allowed
to return to their homes.

Having seen the previous performance of our government and its readiness
to cave in under pressure, we are justifiably concerned about its future
actions. No one, much less the highest officials of the government of
Bosnia-Herzegovina, has the right to take actions which will lead to the
destruction of our homeland, and your participation in these elections
would mean the
capitulation of our country.

We have been the victims of genocide committed by the enemies of our
country, and the wounds inflicted on us are still fresh and will never
fully heal. Because of the wounds inflicted on us and in honor of those
Bosnians who died for our homeland, we insist that you don't hold the
elections in Mostar and other parts of the country until we are allowed
to participate in them personally at our HOME.

The refugees from Bosnia and Herzegovina, dispersed in 127 countries all
over the world, are living through the nightmare of slaughter and
genocide inflicted on them by the latest form of fascism. Your
participation in the elections before refugees return to their homes
would put you in the same class with those who committed genocide on our
people, as you would be killing our country. Don't be participants in the
genocide of your own people and country. Don't you kill us too !

If you, the top officials of the government, decide not to listen to our
voice, we hope that our brothers and sisters at home, as well as any
patriots of an undivided Bosnia-Herzegovina, will. By boycotting these
elections, we will show the creators of the Dayton agreement, which is
immoral and every day adjusted to accommodate our enemies, that we are a
people with dignity and that we are aware of the scheme against us.

There is a lot sense in these words. However, I would like to point that
registration for voting is important. If we register, and then abstain of
voting, our voices will be heard. Our abstinence of voting is our vote
against partition of Bosnia.

Another thing, Mr Balog. I suggest you to lose the pejorative "Bosnian
Muslims." I am quite confident that you know the real name of my people:
the Bosniaks...

Rusmir Mahmutcehajic is the first current or former Bosnian official to
be denied a visa to visit the US. The former deputy prime minister had
been scheduled to appear at Stanford this weekend at a conference on US
foreign policy in the Balkans.

Mahmutcehajic would have been on a panel with Peter Galbraith, US
ambassador to Croatia, who gave the green light for Iranian arms to reach
Bosnia during the war......(m.c.: hence highly uncomfortable for
Galbraith-Clinton)

Mahmutcehajic was Bosnian minister when the "oil drilling equipment" was
brought in; he was also responsible for the defense of Sarajevo.....

Now a professor at Sarajevo, Mahmutcehajic broke with his government
BEFORE the Dayton conference (m.c.: the great "achievement"-fraud of
Clinton) because he believed that it would sell out the vision of a
multiethnic state.

Hence, the State Departement decided to hush up the witness although it
could not give a specific reason why Mahmutcehajic is being kept out of
the US. It said that the decision had been made by the US consular
section in Croatia and not (?!) by the ambassador (m.c.: a story for
little American children)

Letter to my friends on being prevented from speaking about Bosnia

I was officially invited by letter (dated 7 March 1997) to participate in
the Stanford University Conference "US Foreign Policy in Southeastern
Europe 1989-1997". I accepted this invitation, in my letter of 7 April,
and it was agreed that I should speak in the section "Daytonized Bosnia
and Its Neighbors". My talk was to be entitled "Trust in Bosnia and
Misreading of History". Accordingly I forwarded this invitation to the
Ministry of Foreign Affairs of Bosnia and Herzegovina so that they could
request a visa from the US Embassy. (As former Vice Prime Minister and
Minister in the Government of Bosnia and Herzegovina, and currently
President of the BH CIGRE Committee, I hold a diplomatic passport, and it
is normal procedure to obtain a visa through the Bosnian Ministry who
communicates with the Embassy.)

As of today (4 June) I have received no response, either positive or
negative, from the Ministry or the Embassy. This effectively means that I
am unable to travel to the United States, and to speak at the Stanford
University Conference. Because I have received no official explanation
for the non-issue of a visa, I cannot say what is the real reason, but I
can suggest what, in my opinion are the most probable.

The first possible reason is my clearly-expressed views about the
history, culture and politics of Bosnia and Herzegovina, which are not in
agreement with those of the ethno-political powers ruling in Bosnia and
the surrounding area. For me, Bosnia and Herzegovina represents an
organic unity in diversity, not an artificial composition of separated
parts. It has been exposed to hegemonistic ideologies and all types of
pressure, including military, designed to force its decomposition into
parts. Accordingly, two hegemonistic ideologies, of Greater Serbia and
Greater Croatia, forced a polarization in Bosnia and Herzegovina, in
order to divide it. They assisted and supported Bosnian Serbs and Bosnian
Croats in achieving this polarization, and they pushed Bosniaks towards
ethno-political exclusivism in a deliberate attempt to eliminate all
kinds of trust among the peoples of Bosnia and Herzegovina. The basic aim
of those who promote these ideologies is the destruction of Bosnia, and
the architects of the plan are in Belgrade and Zagreb, working in
alliance, and establishing the kind of Bosniak oligarchies which could
assist them in this scheme. These views have been expressed in many of my
writings and public speeches (see for example my book "Living Bosnia:
Political Essays and Interviews", translated by S. Beus and F. Johns, 2nd
edition, 1996, or "Dobra Bosna", Zagreb, 1997). They aroused the
antagonism of nationalistic and fascist powers in Serbia and Croatia as
well as in Bosnia and Herzegovina. Maybe my views do not have
understanding and support of some people in the United States
Administration.

The second possibility could be my views on crimes against people in the
south of Bosnia and Herzegovina in 1993. I expressed my concerns to Mr
Charles Redman, then US Envoy for Bosnia and Herzegovina. I said to him
in September 1993 that it was very difficult to determine the position of
the United States on the concentration camps in Capljina, Gabela, Mostar
etc., and the systematic destruction of Stolac, Pocitelj etc. These
systematically executed crimes were not possible without the direct
command and assistance of the leadership of the Republic of Croatia. I
asked Mr. Redman if they could have happened if the US Administration had
asked President Tudjman to stop this criminal destruction and release
almost 20,000 Bosnians in the concentration camps.

The third possibility could be my clearly expressed views on the
establishment of Republika Srpska. I said that it is a reward for those
elites, ideologies, organizations and perpetrators who committed the
crime of genocide.

The fourth possibility could be my opinion, so often repeated in public
speeches, that the current situation in Bosnia should be considered an
occupation by fascist oligarchies, until such time as all expelled
citizens of Bosnia and Herzegovina have returned to their homes, and
until property rights, freedom of movement, security, freedom of speech
and association etc. have been restored, and the criminals justly
punished.

The fifth possible reason could be that I said very often, with great
conviction, that the rights of all citizens of Bosnia and Herzegovina -
Bosnian Serbs, Bosnian Croats and Bosniaks, as well as all others - are
indivisible on the whole territory of Bosnia and Herzegovina, and that
there is an essential source of trust among these peoples of Bosnia and
Herzegovina which is being systematically destroyed by the ruling
oligarchies.

The sixth reason could be that, as a Minister, I was engaged in
establishing the Bosnian Government's energy strategy during the war
against Bosnia, as well as organizing defense production. That
contribution was essential to the defense of Bosnia and Herzegovina.
Without it the basic aims of those who sought to destroy Bosnia could
have been achieved. I initiated almost all the basic projects in defense
production and organized complete production systems when everyone
thought it was impossible. This was contrary to US policy at the time
which supported the imposition of the arms embargo, leaving Bosnia
defenseless.

The seventh reason could be that I rejected all pressure from my confused
and discouraged colleagues who were ready to accept the reduction of
Bosnia and Herzegovina's state institutions to exclusively Bosniak ones,
and their readiness to accept the carving up of Bosnia and Herzegovina to
create a so-called national state for Bosniaks, along with national
states for Bosnian Serbs and Bosnian Croats, established by genocide.
This was the principal reason I resigned from the Government. Or it could
be that I said a democratic and patriotic alliance of Bosnians could and
should be the saving alternative to this division of power between
corrupt and dangerous oligarchies.

In conclusion, these are some of the principal reasons for preventing me
from speaking at Stanford University. However I am sure that the real
reason will be obscured by some inventions or mystifications. I have had
the opportunity to read and to hear so many lies told about me, but all
of them are less terrible than the crimes against Bosnia and Herzegovina
and its people. How strange it is to see that the authors and
perpetrators of the crimes against Stolac can travel freely to the United
States, and be accepted as partners. But all my friends, and all people
of goodwill can be assured that all the things that are said about me, in
contradiction to my writings and speeches, and my participation in
Bosnia's struggle for survival, are nothing but lies within the larger
and more dangerous schemes for the destruction of Bosnia and Herzegovina.
I am ready to give, in any time or place, honest and reliable information
on any of the issues involved in Bosnia's struggle for survival.

Prof. Mahmutcehajic is known to us as a Bosnian patriot who foght for the
indivisible Bosnia-Herzegovina, a country with its civic constitution. He
opposed the ethnic partition of the country because the partition is in
the best interest of Bosnian enemies. As a minister in the Bosnian
government he organized the Bosnia military industry when Bosnia was
completely surounded. That's why he was a big problem for Izetbegovic,
and other Serbian agents in the Bosnian government. Izetbegovic very
succsessfuly plays a role of the "Muslim fundametalist" while fighting
against Bosnia-Herzegovina removing Bosnian patriots from the Bosnian
government and signing all documents our enemies ask him to sign,
including the Dayton agreement, which Bosnian patriots call "The Death of
Bosnia".

Bosnian patriots are suprised that American government denies a visa to a
man who is fighting for the democracy in Bosnia, against the aggressors
who committed the genocide and their marionetta Izetbegovic. In order to
save the Dayton agreement, which is completely immoral, the American
government openly pushed itself to the side of the Karadzic, Mladic,
Izetbegovic and other people who organized the genocide. Where is the
end? Where is Mr. Clinton going to stop? Good save America.

Wrong! No matter who wins the election, Bosnians loose. Our votes just
confirm partition of Bosnia. For that reason, bosnians shuld bojcot the
election, and with bojcot, our vooices will be heard.

It is economicaly unworkable becouse there are no roads and factories,
we are sourounded by our enemies on the small piece of land, and we are
always dependent on the foregn trups to protect us. In that hell hole,
people have no perspective but to leave, and no one will invest in the
unstable area.

rapido: Yes. Mirza is right.

First and foremost, if elections are held in September 1997,
it is ALREADY known WHO is going to win in those "free and
fair" :-> elections. The winners are, the "Unholy Trinity":
SDS-HDZ-SDA. In other words, the winning coalition is the
same coalition that won in 1990, took power for the past
seven years, and, gee whiz, would you believe, won in 1996
as well. Darn it, what a surprise. The sole purpose of
that coalition is total destruction of the statehood of the
Republic of Bosnia-Herzegovina, at any cost. And, we have
seen that cost during the 1990's. In order to achieve that,
the Serbian national chauvinist movement (under ideological
leadership of the infamous SANU -- the Serbian Academy of
Arts and Sciences) created partnership with Croatia's
Gen. Tudjman (HDZ) and also set Alija Izetbegovic and his
small clique (leadership of SDA) free from jail in 1988.

So, the "drama", the "suspense" is out of question. The
winners are known. Than why vote ?! Because Clinton told
them they must do that ?! Well, the vote is only
a "front", only a scam -- the true purpose of that voting
is that the Serb Republic gains international legitimacy
and that the last nail is nailed into the coffin of the
statehood of the Republic of Bosnia-Herzegovina.

By the way, all of the above three parties (SDS-HDZ-SDA)
were actually formed in Belgrade, by Belgrade. Croatians
pretty much know that, but, on the other hand, they also
know that Tudjman (leader of their HDZ) is working towards
a variation of Greater Croatia, so they are going along
with that Serbo-Croat agenda.

The only ones who are "dazed and confused" and still
morbidly lied to are the Bosnian nation (a.k.a. "muslims").
They got mega-shafted by their beloved "truest muslim in
the world" (or at least in Bosnia, of all times), the
Serb nationalist, Alija Izetbegovic.

So, why hold elections which are used to give legitimacy
to the murderers of the Bosnian nation ?! Why be so
perversely masochistic ?! Expressions such as "adding
insult to an injury" are truly mild in comparison what
an insult to what an injury this is!

But, if Bosnians want to do it ....

Rapido and Mirza,

I am obviosuly not in favor of holding the elections in Bosnia for to us
obvious reasons. But I am in favor of registering.. here's why:

1. By registering to vote, the Bosniaks will let the world know that we
care about what happens in Bosnia. But by abstaining to vote, after
registering, we are letting them know that we will not participate in
something that will severely harm our country.

2. By registering and then boycotting the elections we will show that we
are mature and responsible people with demands. No one will be able to
dismiss our boycott as our whim or as our lack of interest. We will give
our vote of not-voting and therefore not entrusting the given list of
candidates in the given circumstances. But it is important to register to
vote.

3. The OSCE might also come up with a reuirment for the elections after
these that only those who registered for these elections can register for
the next ones as well. We all must a part of the voting body. Otherwise we
lose.

Mirza, I urge you from now to closely read my postings before you start
criticizing me. If you don't understand my points I will reply you in
Bosnian and make myself perfectly clear to you. Now you think about my
arguments here. If you (including Rapido) believe that it is not worth of
resgistering, let me know. I really wish to seriously discuss this issue
as I believe it to be very important.

I agree with Gore Vidal that:
"Most Americans don't vote beacause they know perfectly well it makes no
difference." So, the Boznian unholly coalition sound pretty familliar.
Perhap the thing to do would be a massive "none of the above" write in
vote. Then the protest would be clear, and not mistakable for
Antidemocratic appathy.
