The OP apparently decided he or she didn't like the term that was actually
used, and decided to change it. Since the presented text has clearly been
altered, it can't be relied on.
In addition, the funding wasn't cut by Minister Kenney, since his Minstry
isn't the one that actually cut Karios' funding.
The Canadian Government has cut funding for a variety of groups before
(including the Canadian Arab Federation, and that *was* cut by Minister
Kenney, for easily defensible reasons).
And it's not like it's a new philosophical concept for a government that
advertises itself as Conservative to decide to reduce spending, especially
on groups who openly crticize the Government while at the same time relying
on it for operating funds, and who aren't necessarily using the money they
receive for the purposes it was supposed to be used for.
Here's a hint: money granted for international relief generally can't be
used for domestic political campaigns.
Incidentally, the story the OP refers to says that Kairos represents Roman
Catholic churches and promotes what's called "liberation theology". I'd
wonder about the story, then, since "liberation theology" is something that
the Vatican does not exactly promote these days.
