What is the reason Microsoft did not include WinHelp32.EXE in VIsta?

Makes no sense to me, it wasn't included but can be downloaded (if you
verify you are using a real version of Windows???) from their website.

And why is the file named winhlp.32.exe in Vista locked to make
replacement from earlier versions difficult?

Any ideas?
