Was Richard E. Snyder Simply Mistaken?

In is November 2, 1959 despatch from Moscow, Richard E. Snyder said, "Oswald evidently applied for his passport to the Agency at San Francisco while still in service."

When I first read this, I was very curious about "the Agency," as CIA personnel often call their company "the Agency." And Snyder was a "former" employee of the CIA, so I thought that he might be signalling his pals at home about Project Oswald. But the Department of State, which Snyder was working for at this time, administered passports through regional "passport offices" and local "agencies," so that might not be cause for suspicion. Los Angeles was the location of the regional office, and San Francisco had an "agency," so that part might seem okay.

But other than Oswald's personal information regarding Texas addresses, the only geographical location regarding the issuance of the passport which actually appears upon the passport itself is Los Angeles. The passport in the archives has stamped under the photo of Lee H. Oswald, "DEPARTMENT OF STATE LOS ANGELES, CALIF." Probably "Los Angeles" would have been stamped on it, even if Oswald had applied for it in San Francisco, because the passports were probably processed and mailed from the regional offices, not the local agencies. So even if Snyder had seen "Los Angeles" stamped on the passport, that probably would not have precluded San Francisco as the location where Oswald applied, but there is no indication of San Francisco appearing on the passport, so why would Snyder make his conclusion?

Also, Oswald was not stationed anywhere near San Francisco, but very close to Los Angeles. As you all know, the two cities are not near each other, and I'm sure Snyder knew that, too. So, why would Snyder, looking at a passport stamped "Los Angeles" for a Marine stationed in Santa Ana say that he had "evidently" applied for his passport at "the Agency at San Francisco?" Did Oswald tell him that he had applied for it in San Francisco? If so, would Snyder say, "evidently?"

According to Snyder Oswald "admitted to" never having held a civilian job, even though he had before he entered the Maines.
