Note: This Contribution which I made to the "I Love Grants Pass
Forum" yesterday May 15th, 2008 was PLUCKED from the center of a
lengthy Forum Thread made in response to JOCO Sheriff Gil Gilbertson's
comments on the same day while all other helpless, impotent,
circular, political meanderings were left intact. People, Be Wary of
where you acquire your world view. Understand that mind control comes
at all levels. Ray

In the mid 1990's, the State of Oregon, Inc., entered into a
commercial enterprise with all of the other State of Oregon public
corporations, such as the Oregon State Police, the Department of
Transportation, SOSCF, etc. in which the retirement accounts/programs
known as the Public Employee Retirement System, (PERS), were combined
and invested in the stock market in a for-profit commercial
enterprise. As a result: (A) The State of Oregon is no longer
operating in its lawfully mandated role as a non-profit public
corporation. (B) The State of Oregon judges and the State of Oregon
District Attorneys, court administrators, clerks, etc. all have an
interest in maintaining the same retirement account.

Furthermore:
A percentage of every fine levied in Oregon, by a State of Oregon
court, goes directly into the PERS account. As a result, the District
Attorneys office and all of the State of Oregon judges, every Oregon
State Police officer, SOSCF worker, etc., have a vested interest in
assessing fines and using the State of Oregon's private corporate
courts for finding people guilty, as they each acquire personal gain
from every conviction.

And Finally:
A percentage of all fines go into the State of Oregon, Inc.
general fund upon which the state plans its operating budget, and
also, certain administrative agencies, such as the Oregon State
Police, get a certain percentage of all fines placed directly into
their operating budget.

Therefore:
The State of Oregon is involved in using its courts and jails as
tools for an extremely unlawful revenue collection and an undisclosed
taxation system.

Where do you look for the real income Sheriff Gilbertson? Why not
tell your constituents about County of Josephine's second set of
books called the Comprehensive Annual Financial Report. (CAFR) i.e.,
tha actual monies gained by the county via it financial speculations
in the Stock Market, and/or other sundry investments.

Of course, the salent fact that PERS is a non-profit MANAGER of the
retirement funds for the employees of the State of Oregon has nothing
to do with your lack of logic, right Ray?

Forgetting the fact that prior to PERS, most government retirement
funds were managed by professional, For-Profit institutions (banks,
insurance companies, etc), your logic is far more corrupt that the
actions you accuse the government of.

Oregon readers might be interested (in the spirit of full disclosure
that Ray seems to advocate, but not practice) in the fact that Ray,
despite his critical comments about "Corporate" Oregon, gets the bulk
of his income from two GOVERNMENT ACCOUNTS, Social Security (Yes
campers- Ray DOES have a Social Security number!) and ...... a PERS
account!

So, while Ray is claiming that the whole PERS lashup is illegal and a
scam, Ray is cashing monthly checks form the same system!!!!

Typical Ray hypocrisy in action!

Of COURSE it does, dimwit. All government budgets include salary and
benefits items... and one of the benefits is a retirement account. Or

Or, and more accurately, revenue generated by Oregon's law enforcement
agencies help offset the high cost of maintaining the peace, so

following hit with his name, fart, and restaurant.

intentionally orders a meal that will keep employees on the clock past
their shift, starts farting so much his ass begins to bleed, and blames
it all on CIA trucks.

Just my opinion, his crazy posts are probably the result of oxygen
deprivation and methane inhalation.

Note to Ray: Please stay off your medication. Whatever you do, hide

I give credit where it's due and Ray deserves a pat on the back for
increasing the entertainment value of Usenet. It is my sincerest hope

So what you are really saying is that you are helpless and impotent to
circumvent the moderation of your comment which makes your subsequent
commentary circular, political meandering.

So do the taxpayers (including the people paying fines). Please see my

Putting idle money to work is good for the economy and can benefit the
taxpayers as explained in my post summary.

Congratulations, Mr. Karczewski. You discovered what most public
employees know at the time of hire; that proceeds from everything from
fines to pension withholdings are diverted into accounts that forwarded
for are investment in stocks, bonds, and mutual funds as a method of
boosting revenues. Not only is this perfectly legal and ethical, it is
wise and beneficial as it can preempt calls for increases in tax rates by
providing additional funding to meet budget requirements.

If you feel you can facilitate a better return, rather than complain,
offer a solution.
