Has anyone come across a virus which prevents Internet traffic and
shows in the title bar at the head of the browser: "blocked by noos"?
It is not browser-specific, and prevents all traffic by re-directing
pages back to the French cable company Noos's site.

It also seems to block all other traffic, for instance email and
updating of virus signatures from N orton and Spybot and Adaware.

Sounds like adware/spyware.

Download HiJack This v1.99.1 and then post the parse the report on..

I have already tried various adware/spybot programs. It's rather
frustrating since you can't work on the computer and download stuff
from the Internet using the infected computer.

I will try hijackthis and report back. Thanks.

The only information I could find was in German.

Since it affects the TCP/IP stack it could be a Layered Service Provider (LSP) addition to
WINSOCK.

What is the OS and Service Pack level ?

It's not my machine, so I am not sure. It's a relatively recent
Dell, running XP, but whether it has the latest service pack, I don't
know. That's Service Pack 2, I believe? We still run Windows
2000, so I don't keep up with XP. The machine belongs to my
sister-in-law and her kids, so whether they automatically download
critical updates I also don't know.

I noticed some LSP software on the sites you recommended, so I'll
download it and take it with me this afternoon, when I go to check
out the machine again.

It turns out that my sister-in-law was able to restore the system to
itscondidtion three days prior to the contamination--a feature of XP
that apears to be more sophisticated than the Last Good Menu startup
option of Windows 2000. I'm not familiar with this XP feature. It
would appear to save the last service pack and/or critical updates,
from which it can then restore mismatched files.

Noos is a service provider to most ISPs to block spam and blacklist
sites. (http://www.primidi.com/categories/sidebars/2003/11/09.html) They
are very difficult to talk to if you aren't a direct customer and you
normally get ignored. You need to goto your ISP and say "Yo! WTF? I
pay for the internet and you are blocking it? WTF dude?" Or something
to that effect. I would call your ISP and see if they know wnything
about it.
