I called American Express three times and got three different replies:
1) stop using "one step update"
2) the download is not available for four days during the billing period
3) Quicken 2004 is not supported
I have tried to:
1) validate the database
2) backup and restore the database
3) Deinstall, manually remove all the files, reinstall, restore from backup
Nothing has changed. The symptoms I have is the following:
When I start the update I get "Updating Financial Institution
Information" and it stays there forever.
Looking to the conlog.txt file I have:

The interesting thing is that if I type

501 Not Implemented
Any idea or suggestions (before I roll back to Quicken 2003)?

Another aspect of rushing your product to market. Intuit.....
We like Quicken....Why are you making things difficult for your present
loyal customer base? Do you want us to use another program?
We the consumer are the building blocks of your company. Make Quicken the
best!

headache for me, and until it's resolved I won't be upgrading.

then they can do whatever they need to do to enable the downloads. Makes no
sense to me, but what do I know. I'm sure it's just a matter of time,
especially since the AMEX logo is on the packaging for 2004 as being one of
the companies you can download info from.

Well, you may "know" nothing :-), but they in no way have to wait. They
most certainly can arrange access to beta versions of the product, in
order to test. And then make corrections to their software in time to work
with the new version by the time it releases.
They're just not bothering to do so. With tiny little shareware companies,
I can understand this. But with a company with the resources of a major
FI, there's really no excuse.

If that is true, then it is almost certainly a legally actionable issue.

I found the problem and the solution.
The Quicken 2004 library
\winnt\system32\InetClnt.dll (1,699,913 bytes) seems to be bogus.
I replaced it with the equivalent file in Quicken 2003 and everything
seems to work fine.

I've been having the same problem with Amex as well as my fidelity
accounts when I used quicken 2004Prmr on my desktop, it would always
hang on "Updating Financial Institution Information". I also use the
same quicken files (from a share drive) on my laptop but did not have
the problem there it consistantly worked great.
One day after I updated all my accounts on my laptop, I searched for any
files modified that day and saw cookies for my accounts with a current
timestamp. I checked my Desktop settings and saw that I was blocking 3rd
party cookies. I reset IE to default medium cookie handling and now
downloading works on my desktop as well.
The interesting thing is that my laptop was set the same way but I had
fidelity.com in the allow list.
I set my cookie options in IE to prompt for both 1st and 3rd party
cookies and made sure my allow/disallow list was blank.
I updated fidelity and sure enough it hung. I stopped it and then
manually entered fidelity.com as an allow and tried it again and it was
successful this time.
Hope this helps any body going through the same thing.
