I have built two systems with the S1854 mobo, on one of them windows keeps
freezing up, or the computer reboots by itself, or gets different errors. I
tried to reinstall windows but the same thing keeps happening. I took off
the fan and checked the temp on the processor, I couldn't even hold my
finger on it for a split second. I have no idea why the processor is so
hot, I am not overclocking it at all, it has a decent fan with thermal
grease. Its a cele 600, 128 generic ram, voodoo 3 3000, SB live, SB modem.
Thanks for any help in advance!

Generic Ram may be the problem. We have built a fair number of Celeron 600
systems and all but a few required a Major brand name type of ram. (Hyundai
even counted). Generic Ram gave us nothing but lock ups.

Ok... tell me if this is what you did...

1. Remove the heatsink.
2. Power on the pc.
3. Touch the CPU and find that it's extremely hot.

If this is what you did, then here is what you should know:

1. Never power-on a PC without a heatsink on the cpu.
2. NEVER touch a CPU while it's running.
3. Buy a new CPU.

If it's you removed the heatsink right after powering off, and the cpu was
hot, then make sure it's properly seated. Use thermal paste in the
future... Chances are, you fried your cpu.
