CPU's not Turboing on my Tyan S7050 Dual LGA 2011

Hello all,
I have a question about my motherboard and why is it not putting the cpu's in turbo mode. I have two E5 2680 v2 10 cores and it says it can go up to 3.6 on one and on 4 to 3.3ghz but it is only going at 3.1ghz and nothing more.
Is there some other setting I need to change to fix this. I have already changed in the bios to enable turbo mode.
