VT6x4 power saving problems with monitor

I have an Abit VT6x4 MB with the latest BIOS and the following:

128MB PC133 SDRAM
SoundBlaster Live! Value w/ latest drivers from Creative
3Dfx Velocity 100 8MB AGP video card w/ latest drivers
13.5GB Maxtor HD
HP8250i CDRW
Memorex 48x CD-ROM
MS Intellimouse (optical)
Zoom Ext. 56k modem
MS Windows 98SE w/ VIA 4.24 MB files (MS IDE drivers)
CTX V-700 monitor
Power saving features are on in the BIOS and I have tried all combinations
of settings there.

The problem is that when the computer goes into screen scaver it does not
power down the monitor when it should. The only way I can get the monitor
to power down into standy is to go into the screen saver properties, select
the energy saving settings, pick a monitor turn off monitor setting (even
if it is the same one that is already selected) then click on 'Apply'. I
must do this everytime the computer is started or rebooted for the monitor
to go into standy.

The MS knowledge base suggests that if this occurs that the 'Automatically
detect Plug and Play monitors' box under display setting - monitor be
turned off. That is done, along with setting the 'Monitor is Energy Start
Compliant' box to checked.

The computer does go into screen saver mode, but no matter that I do it
will not put the monitor into standy until I do the above steps.

Any suggestions? I am almost ready to do a clean install of W98SE or ME!
