Router blinks but web video stalls

Fairly often, I'm watching a video and even though the rest of windows
is working, and I'm not downloading or uploading any other files, the
video stops (freezes) but the light on the router keeps twinkling or
blinking quickly.
I thought the light means it's transferring (in this case,
dowloading) data??
The computer is right next to the router and connected by a cable.
Also, the WLAN light blinks slowly but the WAN light and the light for
the cable to the PC blink so fast I call it twinkling. What does it
mean that one is slow and the others fast?
