Qmail Poppasswd missing on my CentOS

I am trying to add a qmail user that needs pop. Qmail manual online
says:
"Add a password for the user by adding a line to /var/qmail/users/
poppasswd: jimbob:[hashed_password]:popuser:/home/popuser/popboxes/
www.supercomm.com/jimbob"
But the file poppasswd is missing on my CentOS. Once it was a Plesk
system but now I am doing Linux only.

Any idea's on this? Making the file seems dangerous because mail and
passwords are currently working okay.
