The refresh rate is how many times a second your monitor screen flickers.
The higher it is the better 75mhz is really the lowest you should go 85 mhz
is better or even higher.
If its to low it could possible cause you to get a headache or bad eyes.
You will find the higher resolution you set on your monitor the lower the
maximum possible mhz will be.

The higher the refresh rate, the more times per second the contents of the
screen is updated, so the less "flickery" the screen gets. However, the
images produced by some graphics cards goes a bit soft-focused at very high
resolutions. IMX the best compromise usually comes at about 75-85Hz, but it
will depend on your monitor, graphics card, choice of resolution and colour
depth, and how much you notice flicker.
