Pc always runs scandisk when starting up. Please help

Everytime i shut down pc then go to turn it back on it says computer not
shut down properly and then it runs scandisk .Any ideas.Sometimes i get a
window after the desktop appears that says "windows registy check "and then
it asks me to restart the pc.I am running WIN98 SE. I also have Noton system
works installed but its not fixing the problem

Before you turn the machine off, select "Shut Down" from the Start menu,
click on "Shut down" in the little dialog that pops up, and then "OK".
A properly configured ATX machine will shut itself off automatically; in
all other cases wait until the message, "It is now safe to turn off your
PC" appears before turning it off.

Isnt there a patch for a bug in the W98SE shut down ? , Try the MS
windows update .

(or it might be Norton thats causing the problem) .

try uninstalling Norton from startup so it will not be running in
background.
