I a building my first computer and I would like to
know if the two switches; power sw and reset
button should both test on momentarily only.
(Or the power sw should be on or off only.
By the way this a new case/pwr unit)

Depends on the type of case and power supply. If you have
an ATX case and power supply, both switches will be momentary.
(ATX motherboards work in conjunction with the pwr supply to
control whether power is on/off.)

If you have and AT case and power supply, the reset switch will
be momentary and the Power switch will have an on/off position.
