eeprom writer? to upgrade bios..

I suspect that the hardware necessary to write to the prom
is not included on the motherboard. What they probably mean
is that you need an external prom burner to program the chip.
This means that you have to remove the chip from the motherbaord,
stick it into a prom burner (aka prom writer, chip programmer, etc),
erase it, reprogram it, and put it back into the motherboard.

As for where to get the aforementioned prom burner, here's a list
