My concept of what he was going to be doing was scanning to create a
graphical image of such as a receipt or some other printed page; not
that he was going to be creating anything which contained such as text,
fonts, or vector graphics. Or even photos.
Those types of graphic pictures of a receipt can be handled as simply as
a graphical format appropriate for the job. Since such docs don't have
or need many colors, such as a .gif is a very efficient file format to
use; more efficient than .jpg which would be better for some photo
saving.

When you are creating your own documents, the content can be so varied
and mixed, a .pdf is a good method. That isn't what it sounded like
Paul was going to be doing.

Gifs / Jpgs are quite inefficient in storing scanned documents.
For this the specialized formats are much better, e.g. djvu format.
BTW PDF support similar formats too.

.jpg/s are quite inefficient for storing scanned documents or receipts
which are mostly text and no colors when compared to other formats such
as .gif or .png; .gif/s aren't (inefficient); .png/s aren't. For b&w,
sometimes .tif/s aren't.

Wrapping a .gif or a .png up in a .pdf (or djvu) seems silly to me.
I believe .djvu and .pdf are excellent for some purposes. Not for
complicating a .png, .gif, or .tif image.

What make is your scanner? Perhaps its own software can already do
this for you (via its settings)?
For example, my scanner (an Epson) has "Scan to PDF" built in, with
its "Epson Scan" software which was bundled with the scanner. It can
also scan to the other common graphic file formats - scanning direct
to PDF is just one of its options.

The free edition holds 250 documents - not bad, but not great - and
there are a number of upgrade editions available for a fee.
If your document management needs are small, this looks very good.

I just found it recently and downloaded but haven't gotten around to
installing or trying it yet.
