Can Irfanview create .ico images from .png (or.jpg)?

I like Irfanview, but have uninstalled it because i hardly use it.

Question - Can it create .ico (icon) images from normal jpeg or png images?

PhotoFiltre 6 has "Export as Icon" in Tools.

I would go for Photofiltre as my first choice simply because it does so much
in such a small package.
To answer your question, YES, Irfanview will Save As... an icon file.
I think you can also create icons in Paint (from a distant memory) by simply
saving as a bmp and then renaming the file as an ico file. eg. Save as
xxxx.bmp and then rename to xxxx.ico

is: makes icons from images.
