Well, of course, there is no "Windows" version of Clipper. If you are talking about Visual Objects, then the answer is that in its
version 1.0 release it did NOT support Japanese. Only time will tell what the future brings.

My company Publishes a product called FiveWin, which provides you with (for all intents and purposes) Clipper for Windows.

I don't know about Japanese specifically, but would guess that it wouldn't be problem based upon the succes we had with
porting it to Chinese.

Just like Taiwan,Japanese language is duble byte character system (DBCS)
I think it may be the same situation.
Clipper DOS version fully compatible with DBCS.
Visual Object in Chinese Windows 3.1 can be run very well.

Something missing..
VO in Chinese Windows 3.1 needs two small tools (which developed by TAIWAN
local 3 party).
One converts DOS .DBF to ANSI .DBF,
One to fix some keyboard routines to make DBCS input avaiable.
