My question is:
Who is Frank Blank and is this song something that has been recorded?
Never heard of it myself...

More specifically, whether this is accurate or not, Black seems to be
saying that White found ticket sales slipping and cancelled the Stooges'
Columbia contract, effectively ending the era of the two reel theatrical
short.

FB is ex-Pixies. The album is Teen-Ager of the Year and is his best solo
effort. but far short of the Pixies' finest work.

Jules White directed many of the later Stooges shorts and was head of the
Columbia two reeler department during the time it was phased out (the late
1950s). The Stooges were the final act to recieve the axe.
However, he wasn't personally responsible for ending the shorts. His
position was eliminated by the Columbia brass along with the rest of the
department.
