Hmmm.
I would possibly suggest something in the HIGH GLOSS area.,,
but..

Please define further, as gloss can be reflective but rather
hard to read from a distance due to glare.
On the other hand, a dull or low gloss clear can give protection
to the work that has a REFLECTIVE substrate underneath it.

What are you trying to achieve?
Where are these signboards going to be seen?
Indoors?
Outdoors?
Artificial , natural, or headlights?

If you are talking about a product that 'glows' when lights shine on it
(like traffic signs), a reflective clear coat over the entire surface will
make the sign glow as one giant rectangle. Incedentally, I don't believe it
exists. What you need is a paint that will work as a background to your
graphic or text which is reflective. It is commonly referred to as
reflective traffic or marking paint. It is SIMILAR to the product used as
the lines on a highway. A product like that costs usually about 60 Canadian
bucks a gallon for a good quality one. The plain reflective traffic paint
is cheaper.

I'm still rather confused with the terminology you are using.
How can a clear be reflective?

The only clear reflective coatings I've been involved with have been
done with reflective glass beads sprinkled on top of a clear coating.
The surface of your piece is somewhat reflective although the underneath
parts can be slightly occluded

Well, 15 years later ... if you're still looking, http://www.reflect-all.eu sells a product like this. It leaves a light-white residue, but it should be good for most signs.
