Does anyone know what kind of paint will adhere to polyethelene
plastic? Can I locate some kind of primer or adhesion promoter?

Check with local bodyshops or paint suppliers, Sikkens brand paint has a
product called Primer PO made for polyethylene plastic. It is a clear ready to
spray one coat primer. The most important thing is to make sure the plastic is
free of any wax, silicone, moulding relase agents, ect. If you don't get all
that off nothing will stick to it. Hope this helps
