Dear CND editor,

I am very pleased to tell you that CSSA at University of Alberta
organized a very successful and exciting farewell meeting for Chen Lu and
her team-mates at March 24, 1996. 40 students, scholars and other Chinese
fellows enjoyed the meeting at Crown Plaza, Edmonton. We were extremely
exciting when Chen Lu came to the hotel entrance and all of us (including
many guests in the hotel) cheered resound like rolls of thunder. We all
cheered "Chen Lu, No.1, Chen Lu No.1" .

Chen Lu is an angel. She is so beautiful, so sweet, ... that I can
not find a proper word for her ( pls excuse my English). She is so easy-
going that everybody could take at least one picture with her. She answered
every question with sweet smile on her face. At 6:25pm, she had to go to
attend a banquet. CSSA presented a UA coat to Chen Lu and a UA hand bag to
her coach.

Chen Lu and Our Dreams

I watched and recorded Chen Lu's impeccable performance for women's single.
I have watched the recording for many times. I am so proud of her -
another outstanding individual from Changchun, my hometown, the capital
city of Jilin Province.

Her graceful and powerful movements compose a poetry of glowing youth,
abundant vigor, and robust health. Her exquisite fingers and slender arms
form a blooming flower of angelical beauty. Her remarkable dark eyes,
calm with a quiet determination and confidence, conveys a message to the
whole world: the Chinese, after humiliations, sufferings and loss of
several hundred years, is still very much alive.

Oh, the myriad hours she assiduously trains! Ponder the numerous falls she
must endure for that converged moment of elegance and perfection? We all
are infinitely indebted to our ancestors for this unique spirit of
diligence and persistence. Dare you, my fellow Chinese, give up this life-
enriching tradition or deny it to your children!

I feel that the most touching part of Chen Lu's magnificent performance is
that it reveals a certain quality of, may I say, abandonment and
intoxication. It seems telling a story that an individual, in the pursuit
of happiness and accomplishment, totally abandoned the self and is
completely intoxicated by the process of the relentless pursuit.

Chen Lu's majestic performance pulls anyone's heart, regardless of cultural
or ethnic background, because it symbolizes that "something" we all
cherish, desire, dream, and strive for - that something of such utmost
importance to us that we are willing to confront death to defend it.

Although our life seems to be an eternal endeavor trying to find the
denotation of that "something", Chen Lu, a little girl from a remote city
of a frontier province in Northeastern China, has forcefully shown us
again that if we try with all our worth, we will find that "something".
Dare you, my fellow human being, give up your dream and quit trying!

3. Responses to TW Election Results from Local Taiwanese Organizations .. 61

[CND, 03/24/96] Today, Sing Tao Daily News carried some responses from
local Taiwanese organizations about the results of the first presidential
election in Taiwan.


TECO: Relation between two sides in Taiwan Strait won't change

Yuan Jiansheng, Head of Taipei Economic and Culture Office thought that
Taiwan's first presidential election was a break-through in Chinese setting
foot on the road to democracy. He also gave praise to other presidential
candidates who congratulated and encouraged the newly-elected President Lee
Teng-hui and Vice President Lien Chan and thought this was an outstanding
example of democratic style.

Yuan Jiansheng expressed that President Lee Teng-hui and Vice President
Lien Chan became the first the head of state elected by the general
populace in China's written history. They opened a new page in Taiwan's
democracy course. For this, Yuan felt very happy and was very proud. He
also mentioned that there were 5,896 overseas Taiwanese went back to Taiwan
to cast their votes.

Yuan believed that there would be no significant changes in the relation
between two sides in Taiwan Strait.


Kuomintang: The highest honour

Teng Yongkang, Kuomintang's Director General in Canada thought that the
presidential election was an epoch-making break through in 5,000-year
history of the Chinese nation. Mr. Teng also thought that Lee Teng-hui's
policy of the relation with China was significantly advanced than those
held by other candidates. For the voting rate of 76.16%, Teng thought that
it was unexpected high.


New Party: Taiwan may become semi-dictatorship

Peng Yide, New Party's Friends' convener in Toronto thought that he didn't
understand the results of the election. Lee's achievements were not
outstanding in his past 8-year official career, Peng thought. In internal
affairs, there were many problems in maintaining public order and in
economy. In foreign affairs, Lee strove for the recognition of Taiwan's
independency, which led to high tension in Taiwan Strait. Moreover, the
directly elected president would weaken the power of Executive Yuan and
Legislative Yuan. The president had more power without the
responsibilities. Without other check mechanism, Taiwan might become ruled
by semi-dictatorship.


Alliance for Taiwan's Sovereignty: Independence status promoted

Luo Yishi, Chairman of the Branch of Alliance for Taiwan's Sovereignty in
Canada thought that the election strengthened Taiwan's efforts to become an
independent country recognized by international community, and to enter the
United Nations and other international trading organizations. Luo didn't
agree with the statement that the government might become semi-
dictatorship. Taiwan now is democracy, Luo thought, and any decision-making
must be based on people's will. (Haosheng Zhou)

4. Canadian MP Delegation Urges to Strengthen Links with Taiwan ......... 33

[CND, 03/24/96] A Canadian MP delegation consisting of six MPs and senators
expressed in Taipei yesterday that they would request the Parliament review
the relation with Taiwan. The Federal Government should send ministers to
visit Taiwan to strengthen the links. Officials from two sides of the
Taiwan Strait have different comments, according to Sing Tao Daily News.

China's Vice Consulate General, Liu Tinggang said to the reporter of Sing
Tao Daily that similar MP's activities also existed in US. In principle,
Canada had born the obligations of one-China policy since establishing the
diplomatic relations with China, i.e., it could not develop any official
relations with Taiwan.

Liu pointed out that China did not support with Canadian MP's visiting
Taiwan. However, if the visit was private, then it was individual
activities and not governmental. China would not interfere with it. The
consequence of such an activity would depend on Canadian government's
attitude.

Jiang Zhenzhong, Director of Information Service, Taipei Economic and
Culture Office in Vancouver told the reporter that Taiwan welcomed Canadian
MP delegation. Jiang said that Canadian MP suggested that Canadian
ministers visit Taiwan. He thought that (Taiwan) government would welcome
such a visit. Canada had the diplomatic relations with China. However, this
did not mean that Canadian who were policymakers, especially those
officials responsible for economy and trade could not visit Taiwan. Jiang
thought that there was still a lot of room in the development of economy
and trade ties between Canada and Taiwan. And Canada might give Taiwan
moral support for its efforts to expand its activities in international
community, for example, allowing Taiwan's ministers responsible for economy
and trade to visit Canada. (Haosheng Zhou)

5. Raymond Chan: Canada's One-China Policy Won't Change ................. 16

[CND, 03/28/96] In an interview with the Vancouver Sun, Raymond Chan,
Secretary of State for Asia-Pacific, expressed that though democracy was
triumphal in Taiwan, Canada would continue its one-China policy, World
Journal Daily News reported. Changing the status quo would increase the
tension in Taiwan Strait.

As the founder and former chairman of the Vancouver Society in Support of
Democratic Movement, and regarding pushing democracy in China as his own
duty, Raymond pointed out that when considering the situation in Asia-
Pacific, one should started from the viewpoint of strategy, not from
emotion. He said that Canada's policy was "practical" and Federal
Government's relation with Taiwan government was also steadily progressing.

[CND, 03/30/96] -- Canadian diplomatic recognitions will not be eminent even
with the victory of Lee Teng-hui's election, the Globe and Mail reported on
Tuesday. "It's kind of a win-win situation at the moment," Foreign Affairs
Department Colin Stewart was quoted as saying, "If you were willing to make
any gesture toward Taiwan at this moment, what you'd be saying is that you
are willing to sacrifice relations with the biggest country in the world."
Taiwan is the 11th largest export market, just behind the Netherlands and
before Hong Kong, totalling about $1.22 billion in 1994. (Dong Liu)

Dear Editors of CND and Mr. Haosheng Zhou:

How Are You !!

Regarding the 3rd article today concerning Taiwanese students' view of
China/Taiwan relationship,

There are in fact many of us (Taiwanese and Taiwanese students) who are PRO
REUNIFICATION. But for now we are very low profile and seek to be
anonymous. We are not only grass-root but in fact many of us (our
families) own or have link to some of Taiwan's largest business groups (and
that is why we try as much as we can to stay anonymous).

We believe that Taiwan should always be part of China because we are all
CHINESE. We share the same great culture, language, and religions.

We also realize that ours views are many many years AHEAD of the other
(Taiwanese).

And that the report in Sing-Tao are only interviews of those who are
willing to express their views (and may change their views in the future),
but not of some who wishes to stay anonymous.

8. Chinese Delegation Attends GLOBE 96 in Vancouver ..................... 19

[CND, 03/26/96] 105 members of a delegation from China, led by chairman
Wang Zhijia, head of the Department of International Cooperation, Bureau of
Environment Protection of China, arrived in Vancouver on March 23, 1996,
Sing Tao Daily reported. The delegation is to attend GLOBE 96 for
environment protection, which starts from March 27 and ends on March 29,
1996.

The Ministry of Foreign Affairs of Canada helped a lot in organizing
delegation. Canadian Ambassador and Consulate to China sent workers to many
provinces across Mainland China to coordinate forming of the delegation.

Besides attending GLOBE 96, the delegation will also attend discussions,
seminars, shows, meetings, and tours organized by concerned authorities,
provincial and municipal organizations of environment protection, research
department, and enterprise groups of environment protection. (Haosheng

9. Taiwan and Hong Kong Sent Delegations to GLOBE 96 .................... 21

[CND, 03/26/96] Taiwan sent a 21-member delegation and Hong Kong, a 14-
member delegation to GLOBE 96 in Vancouver, respectively, according to Sing
Tao Daily News.

Taiwan's delegation includes Shen Shihong from the Environment Protection
Office of ROC's Executive Yuan. They arrived in Canada on March 25, 1996,
and will meet with the Ministry of Environment of Canada, and other
government and private organizations to discuss the transferring
technologies of environment protection from Canada to Taiwan and the
cooperation in the investment in the environment protection market. Shen
Shihong, Yu Ning, Li Xianzhang, and Situ Wen will also give talks to
various discussions in GLOBE 96.

Hong Kong's delegation is headed by Lei Tialuo, the Director of Environment
Protection Office of Hong Kong Government. Along with Hong Kong's
delegation are 22 officials in charge of environment protection from South
China provinces and from Foshan, Dongguan, Zhongshan and other important

10. Hong Kong Canadian Businessman Fighting for
Detention and Extradition in US .................................... 40

[CND, 03/30/96] -- A Hong Kong Canadian businessman is fighting in a
Massachusette jail for detention and extradition to Hong Kong for the
largest antigraft investigation in cigarette smuggling in the island's
history, the Globe and Mail reported on Friday.

Jerry Lui, 41, is charged with accepting millions in bribery with ties to an
alleged cigarette smuggling syndicate aiming at mainland China. China is the
most lucrative cigarette market in the world with an estimated annual
consumption of $17 billion.

Lui was arrested before Christmas in Boston and has been held in jail
without bail.

Apart from the charges of smuggling, bribery and tax evasion, the Hong Kong
authorities are looking into links to the murder of a key witness, Tommy
Chui, a Singapore cigarette trader with Hong Kong and Canadian ties, who was
murdered about a year ago when he was to appear in court. Lui denies any
connection with the murder.

Lui went to high school in Kingston and graduated from University of Windsor
with an MBA degree. Between 1991 and 1993, he worked as an executive for the
Brown & Williams Ltd. and the British American Tobacco Company (HK). In
1993, he moved to the Philippines to set up a warehouse and shipping company.

A series warrants were issued by Hong Kong authorities for Lui's arrest:
first in early 1995, a second one in Dec. 1995 and a third one in Feb. 1996.

Lui's lawyer said Lui is willing to answer questions in the Philippines, not
in Hong Kong. The main concern is the eminent return of Hong Kong to China.

The arrest was deliberately made in the U.S. instead of Canada, because Lui
would have minimum chance of getting a bail and it would be easier to
extradite him to Hong Kong.

Lui's appeal to his detention will be heard on April 1 in the U.S. district

11. Young Chinese-Canadian Enterpriser from Toronto Awarded Prize ....... 14

[CND, 03/28/96] Today, Wu Rongzheng, 35, received his prize of Canada's Top
40 under 40 for young enterprisers in Canada, World Journal Daily News
reported. The Canada's Top 40 under 40 is sponsored by The Caldwell
International, CIBC, The Financial Post, CTV Television Network, and
Canadian Airlines International and is for the first time in Canada.

Five years ago, Wu Rongzheng obtained a $15,000 loan from the bank. With
his good friend Dragan Kopunovic, they founded Castek Software Factory Inc.
Today, his company has become a large software firm which has about 100
employee and may have output value as high as 18 million dollars this year.

APPEAL TO NOBEL PRIZE LAUREATES, MEMBERS OF NATIONAL PARLIAMENTS AND

GOVERNMENTS, TO UNIVERSITY PROFESSORS OF LAW, PHILOSOPHY, HISTORY AND
POLITICAL SCIENCE.

M. WEI Jingsheng is among the most prominent founders of the movement for
human rights and democracy in China. During the "Democracy wall" movement
in 1978 and 1979, WEI Jingsheng published the non-official magazine
"Exploration" (Tansuo). With an essay of great strength, "The fifth
modernization", WEI maintains that the four sectors of modernization
proposed by Deng (agriculture, industry, science and defence) would be
incomplete without a fifth one: democracy.

Arrested on 29 March 1979 for "having disclosed secrets of State" to a
foreigner, WEI was sentenced to five years in jail for
"counter-revolutionary crimes". In 1992, from the prison where he was
detained, WEI addressed a long letter to Deng over the question of Tibet,
asking him to start negotiations with the Dalai Lama. In 1993 he was
released by the authorities who were concerned about public opinion in
obtaining the designation of Beijing as the host city of the 2000 Olympic
games. Freed, WEI continued in overtly denouncing human rights violations
in China; he helped the families of the victims of the repression of Tien
An Men on the 4 June 1989 and actively pursued the fight for freedom.

He was arrested, or rather abducted, again on 1 April 1994, WEI Jingsheng
was detained for 20 months at a secret location without being neither
charged nor tried. Later, on 21 November 1995, the Chinese authorities
opened a trial, a new parody of justice, accusing him of having "attempted
to overthrow the government". At 45, WEI Jingsheng faces the risk of death
penalty.

Chinese authorities know too well that WEI Jingsheng is very popular.
Backing WEI's nomination for the Nobel Prize means support for democracy
for China. It means also support for the negotiations between China and
Tibet. It means instilling a new force into the struggle for human rights
and democracy throughout the People's Republic of China, which represents
one fifth of humanity.

I declare to endorse the candidacy of Mr. WEI Jingsheng to the 1997 Nobel
Peace Prize.

The Toronto Xiangqi Association's 1996 Toronto Open will take place on
three consecutive weekends between April 20 and May 5. As in 1995, the
final round will take place on stage at China Town Center in downtown
Toronto. All are invited to attend the final show-down.

Our sponsors are the Taipei Economic & Cultural Office, China Town Center
and InterPacific Online. Prizes include trophies, cash, and free Internet
time from InterPacific.

In keeping with the Toronto Xiangqi Association's policy of Internet
innovation, key games from the final rounds with be carried live on the
Internet Chinese Chess Server. This means that our friends across Canada,
the US, Europe and the Far East will get blow-by-blow coverage of one of
North America's most exciting club competitions. Anyone needing ICCS
instruction is welcome to contact the TXA or InterPacific Online.

The Toronto Open (also known as the Overseas Chinese Cup) is an excellent
opportunity to both gain experience and see some of Canada's top players in
action. Young players, and western chess players who are studying Chinese
chess, are particularly welcome. In 1995, Bill Brydon entered the
tournament immediately upon joining the TXA, and had a great time. This
year the format has been modified: the preliminary phase will be a
divisional round-robin, offering improved opportunity to practice.

For the final rounds, the tournament's traditional format will be retained:
players will square off for two-game matches, with speed-games breaking
ties. This always produces drama: in the 1994 final, Huang YuYing and 1993
champion Steve Wong swapped wins, drew their speed games, and finally had
to flip a coin. In 1995, Wong's road to the final was blocked by Nguyen
Phuc, who then fell to Huang's brilliant defence.

Huang's winning streak continued. In 1995, she won the women's world
championship, and was named MVP of the Internet Chinese Chess Team
Competition. Her 1996 challengers are expected to include Nguyen, Wong,
former Toronto Champions Peter Sung, Paul Ng, Stephen Fung and many more.

This 17-year-old tournament is the TXA's flagship event. We invite all
Chinese-chess enthusiasts, and all interested in learning this ancient,
beautiful and violent game, to join us -- either in person, or in
cyberspace.

A leading publisher in Hong Kong is planning to compile a special book
series of Chinese scientific articles aiming toward the general public and
science students. The topics are on the latest development in science and
technlogy. Examples include (but do not limit to): artificial intelligence,
gene therapy, new reusable energy sources, virtual reality, and
biotechnology. The expected length of articles is about 20 to 30 thousand
characters, with full illustrations, covering introductory material, the
historic background, the scientific essence, and the state-of-the-art
development.

Preferred Chinese writers should be actively involved in current scientific
research and development and have a strong background in Chinese writing.
This is a one-time project and the reward is expected to be competitive.

of 3 or more: DO S, Windows, UNIX, Macintosh, or OS/2). In depth knowledge
of specific LAN transports and routing algorithms(IPX, TCP/IP. AppleTalk,
SNA) Optional: DECNet and Vines. Knowledge of WAN protocols(PPP, Frame
Relay, ISDN), Familiarity with SNMP network management, desktop
applications such as e-mail and databases, terminal emulation packages and
TCP/IP packages such as: Sun PCNFS<FTP's PCTCP, Chameleon, LAN Workplace.
In depth knowledge: L anRover, NetModem.

Responsibilities:
1. Provide expert support to company customers and partners via the
telephone.

2. Provide customers with a temporary workaround when problem reported is
determined to be a software error.

3. Prepare complete and accurate documentation on all reported problems.

4. Correspond with customers regarding questions and problem resolution
status in a timely and professional manner.

5. Develop and contribute to knowledge base and company s products and how
they are used by our customers and partners.

6. Contributes and is responsible for a wide variety of departmental
activities such as defect and enhancement reporting, testing, training,
customer feedback, and technical sales assistance.

7 . Provide expert support for front-line group on post-sales issues.

8. Assist Team Leader (Senior Product Support Engineer) in managing
escalated calls.

9. Provides beta support for company product launches. Contributes to the
requirements and specification of new and existing products in their area
of expertise. performs technical review of documentation in their area of
expertise. Under the guidance of Team leader or Engineering group, utilize
advanced tools such as Async Peek to analyze more complex issues and
develop plan to resolve accordingly. Other duties as assigned by group
manger.
