I did not realize that this event happened in July 2011, nearly one
year ago, and the person in question has won only one game of chess
and has a rating of 126, close to the legal minimum of 100.

It seems nice as a piece of puffery but what does it tell to those who
have actually accomplished something in chess?
Plus the Tournament director was Frank Niro, a fugitive as far as the
USCF is concerned.
