POLICE have warned there will be no hiding place for internet
paedophiles after launching a new crackdown on the sex fiends.
Operation Alba - set up in the wake of Scotland's worst child abuse
case - will see officers adopting a more "pro-active" approach in a
bid to catch paedophiles at the earliest opportunity.
Assistant Chief Constable Iain Livingstone, of Lothian and Borders
Police, unveiled the initiative hours after paedophile ringleaders
Neil Strachan and James Rennie were given life terms for child
pornography and abuse crimes, as reported in last night's Evening
Times.
Mr Livingstone said: "We are turning a corner in dealing with this
kind of crime in Scotland and we will be pro-active in our approach.
"Those who attack and abuse our children think they can disguise their
tracks. However, we will use the very technology they exploit to catch
them.
"Operation Alba will use intelligence and investigation techniques,
including existing and emerging technology, to detect those involved
in online child abuse and bring them to justice.
"We are utilising the most up-to-date technology to identify and
arrest individuals who attack and abuse vulnerable children. Those who
do so will, like Rennie and Strachan, rightly face lengthy prison
sentences."
The operation will involve police taking a more pro-active approach to
tracking down offenders, rather than depending on leads to emerge by
chance or from other lines of inquiry.
Operation Alba has stemmed in part from the work carried out in
relation to Operation Algebra, which tracked down Strachan, Rennie and
six other members of the gang.
The police officer in charge of that inquiry has called on internet
service providers to ban convicted paedophiles from the web.
Detective Superintendent Allan Jones, the head of major crime at
Lothian and Borders Police, said technology must be developed to
create personal identities for everyone that will allow police to
identify offenders whenever they log on to the internet, in order to
prevent sexual exploitation of minors.
He said: "My personal view is that people who have been observed
electronically exchanging this type of imagery should, after
appropriate investigation and punishment by the police and other
authorities, have their internet service provision withdrawn.
"This is because there can be no guarantee that having been punished,
they are not going to go back and do it again."
Rennie had been found guilty after a lengthy trial earlier this year
of molesting a young boy over more than four years beginning when the
victim was aged just three months.
HIV-positive Strachan had been convicted at the same trial of the
attempted rape of an 18-month-old boy and sexually abusing a boy aged
six.
Det Supt Jones said the case was "easily the worst" he had seen in 28
years in the police.

This done in the name of 'deterrence' -- an outmoded concept that never has,
and never will, work. Just think back to the 18th century, when public
hangings were all the rage. There were more than 200 capital crimes in the
UK at the time, including (if memory serves) 'injuring Westminster bridge.'
Pickpockets worked the crowds at these public hangings; often those being
hung were pickpockets who had earlier been tried and sentenced to hang.

child pornography rings have been penetrated as the result of a member
having being apprehended for something other than to do with the ring's
activities.
The existence of the ring is either given-up by the suspect as the result
of a plea-bargain, or is otherwise discovered by a search of the perp's
premises and/or computer. The police then use this information to infiltrate
the ring, collect data on the participants for an extended period of time,
then swoop down and bust the participants.
