It might be that their phone is turned off, and they don't have call
forwarding or voice mail.

When my phone is in that state, the message just says "The customer you have
called on the Verizon wireless network is not answering at this time".

The messages does not say that they are not accepting calls from you - just
that they are not accepting calls.
Maybe they have disabled their voicemail for some reason and their phone is
out of coverage.
Try sending an SMS and see if that gets through.

This happened so often at Sprint PCS, they disabled the function. But
once in a while a bug put the phone in the DND mode and that could only
be removed by CS.
