Hey all. I've been trying to get through to a particular cellphone
number, but I keep getting the following message: "The subscriber you
are calling is not accepting phonecalls at this time".

(and no, my number is not on their block list!:)

...does this person *know* that I'm calling? (i.e. - is my number
recorded in their call log?) I'd like to leave a voice message, but
there's no option!!

When my phone is in that state, the message just says "The customer you have
called on the Verizon wireless network is not answering at this time".

Do you know if this person has prepaid wireless? If so they might be out of
minutes. Not sure about Verizon but I think something similar happens
w/AT&T's wireless.

My personal experience with this message is that the person has not paid
their bill and the phone has just been suspended until Verizon receives
payment. There is a grace period you have to pay your bill, if you
don't pay in that period of time your phone is suspended. If you
continue to not pay, then your phone is just canceled and you lose your
phone number and are turned over to collections. Yet again, I do stress
this is my own experience with a friend of mine who still has yet to pay
his cell phone bill. He actually just switched providers.

The messages does not say that they are not accepting calls from you - just
that they are not accepting calls.

Maybe they have disabled their voicemail for some reason and their phone is
out of coverage.

Try sending an SMS and see if that gets through.

Another possibilty is that the person you're calling unknowingly has put
his phone in the "Do Not Disturb" Mode. This is a *xx function, and a
corresponding *xx0 usually turns it off. The only way to fix this is to
have the phone owner dial the proper disable code. CS knows the codes.
There is a link to Star Codes that I don't have now. You'll have to
wait for your friend to call you to tell them the problem.

This happened so often at Sprint PCS, they disabled the function. But
once in a while a bug put the phone in the DND mode and that could only
be removed by CS.

On AT&T, you get "number temporarily disconnected", but you can still
recieve SMS/email.
