Transferring ownership of the phone Sprint Spectrum

Does anybody know why I can obtain any account information with my password
but Sprint will not allow me to tell them that I'm transferring my phone
to somebody else without a notorized letter from to the new owner of the phone.

My guess is that Sprint intentionally make it a bitch to transfer ownership
in order to discourage second hand phone sales within their market when they
know that people will buy new phones in their store fronts.

In this case the GSM phone that I no longer use was for Sprint Spectrum in VA
and I've sinced signed up with ATTWS PCS in WA where Spectrum isn't an
option.

So why does Sprint make it incredibly difficult for me to unlock _my_ phone.
