There are two IS-95 networks: Bell Mobility and Telus Mobility. But this is
more complaicated than a soap opera.
Bell and Telus used to be allies in the "mobility" network of phone companies.
Telus covered Alberta and British Columbia (used to be BC-Tel before the
merger with AGT) while Bell covered Québec and Ontario with other telcos
covering their province (or parts thereof). Competing against the landline
telcos was the CDMA equivalent to Fido (small upstart, but national coverage): Clearnet.
A few months passed, and Telus is now a competitor to Bell Mobility, Telus
owns Clearnet, and I beleive that Bell bought out (or build stroing alliance)
with the "Mobility" partners in the rest of the country.
But I think that Bell Mobility still has some form of roaming deal with Telus
to allow Bell Mobilitty customer to travel to BC and Alberta. And Telus
customers would have some sort of deal with Bell Mobility to use Bell's
network when needed outside of Alta-BC. (although not needed in the cities
where Clearnet had coverage in the past).
I am not 100% sure of this, except that it is an interesting soap opera.
