I've tested a half a dozen of them, but never got decent results

1. Scanned image has no layers - some can emulate them
by linewidth - not good enough to put objects in appropriate
layers (ie. walls, doors, windows, furniture)
2. A scanned bitmap is usually twisted, warped and NOT in
scale. Scaling in some dimension results errors in others.
3. Some have OCR capabilities, but less useful with regognizing
handwritten text. Most text objects are made of short lines.
4. Even decent scannings produce vectors consisting up to a
dozens of short lines. These are very difficult to modify
(also because Acad has no JOIN command, thouhg this
can be done by some LISPs)
5. There is no true "intelligence" in any object an no attribute
data to extract.

IMHO, redrawing is the best way to reproduce dimensioned
and accurate CAD drawings with the most "intelligence".

Results vary depending upon the original, the scan and how much work
you want to do in the translation. The best thing for you to do is
download and play. You can download trial versions for the following:-

Scan2Cad by Softcover International Ltd. In England. Professional
vectorisation for around £83 ($149 approx). IMHO It handles larger A0
scans above 400 dpi better than WinTopo. The new version knocks socks
off the previous version.

WinTopo Pro is a low cost Raster to Vector conversion program, but you
can also download its baby sister that’s Freeware. Worth trying but
IMHO the free version is not as good as Scan2CAD.

RasterVect Software were established in 1997. Their Web Page states
RasterVect is a professional tools for converting raster images into
vector format.

MapScan combines several components into one package, graphics tolls
for editing & cleaning raster & vector maps, OCR engine for extracting
text labels, line vectorization. Distributed Free of Charge to
UNFPA-Supported programmes, government agencies and academic
institutions.

VECTORY will convert raster images of large scale drawings up to A0 @
600dpi, into DXF or DGN vector format. Vectory also provides a DWF
drawing format. A demo can be downloaded from the web site.

We use the professional version of WinTopo for our scan services, as well as
recommending it to our clients. For the price, it knocks spots off the
others. Not to be confused with the freeware version, which is comparable
with the other pay converters.
We like to tell everyone about it because we feel the writers deserve a pat
on the back for making good raster to vector conversion affordable.

Yes, it is improved over the previous version, but we found it still gives
poor accuracy in terms of the actual quality of the vector result that we
are aiming for. Overall, I guess it depends what you are looking for in the
conversion - different disciplines have different requirements.
