Get a scanned image on disc in BMP, TIFF, TGA format.
In AutoCAD, use the Image command (A2k) or Imagein command (R12/13/14)
to place a copy of the bit-map file in your AutoCAD drawing file.
The image file is like a Block in that it can have an Xscale, a Yscale
and Rotation.
If the image is "clean" enough, use it. If it's almost clean enough,
use a "Paint"-type programme to get rid of unwanted background marks.
Or just trace over the image using Acad objects.
Note that Windows "Paint" only works on .BMP files but there are other
programmes that will manipulate any variety of bitmap files. Anyway,
you may not need any of them.
The image will almost certainly not be at the size or rotation that
you want so:-
Make AutoCAD objects (a cross of 2 Lines or a Point) over 2 known
points in the image - preferably 2 points that should lie on a
horizontal line.
Use the Rotate command, using the Reference option, to rotate the
image so that these two points DO lie on a horizontal line.
Similarly, use the Scale command, using the Reference option, to
correct the horizontal scaling.
If you have multiple "known" points, use points as far apart as
possible for increased accuracy.
A tip: turn off Highlighting of objects selected otherwise you won't
see your drawn objects when the image is selected (and highlighted).
Now measure the distance between two known points on a vertical line
and calculate the ratio between the image length and the required
length. Create a block containing only the image. Insert the block
with an X-scale of 1 and a Y-scale of the ratio value just calculated.

Have a look at http://www.wburrows.demon.co.uk/softsoft/ for a raster
to vector converter WinTopo strange name but with decent quality scans
i.e. gif, tiff bmps etc it seems to work reasonably well although an
amount of cleaning-up is inevitable.
