A couple of years ago this was quite a secret, but now almost any of the
tracing programs are fairly good at reading lines and arcs from bitmaps
into vectors.
You can find most of them as part of the software provided with a typical
scanner (part of the OCR bundle). However, missing that, you can use Corel
Draw 6 (or even the old Corel Draw 3). There is a feature for tracing
bitmaps into vector formats, which Corel can export to DXF. If you're
using Autocad under Windows, you can even copy the converted vector to the
clipboard and paste it into autocad directly.
Don't fear, if the software is recent, it works fairly well. However, be
prepaired - many times what looks like a straight line will be imported as
a series of tiny entities. There's often a threshold value to set for this,
but still it won't be nearly as clean a drawing as you would do just
tracing over the bitmap (from importing it into autocad).
