Scanning, importing and exploding images

We need to draw a driveway access to a highway and the geometry is strange
for the wheel tracking.

We have an overlay template for it but I need to get it into AutoCAD in
order to draw it.

I would like to throw it on the scanner and import it into my drawing in a
form that is usable and at the correct scale. (basically I want to digitize
it)

What might be out there to help me achieve this?

scanning the image and creating a gif or whatever isnt a problem. I can
insert the image into the drawing, but ideally, I would like to explode the
entity since it surely will not be at the correct scale.

I'd suggest WinTopo Pro because you can scan and convert to polylines and
then import it as a DXF. If you need to digitise, this can also be done in
wintopo. Plus you can set the scale and position of the scanned image in
wintopo.
You should be able to find an evaluation at www.wintopo.com, it's pretty
cheap and does actually work. You might even find that the freeware version
will do what you need.

Turns out, I had downloaded WinTopo and WinTopo Pro a few months ago.

It worked fairly well. Not perfect though obviously. But it allowed me to do
what I needed.

WinTopo Pro didnt allow me to create the dxf file that I needed since I
hadnt registered it. It did have more choice in terms of graphics format
though.
I was able to scan the image, convert to bmp and then enter it into WinTopo,
perform a line thinning and vectorise it. I created the dxf from that.
