Tiff files (usually scanned images) are raster files (similar to
bitmaps) but drawing files are made up of a list of vectors.
You will need a raster to vector conversion package, such as Scan2Cad
from Softcover International (£69 sterling) or Tracer from Arc en ciel
(around £120 sterling). Both firms will send you a demo so you can try
them out.
The other option is to get another company to convert for you but this
is generally quite expensive as the vectorised drawings need a
draughtsman to check and complete.

I think that "this is generally quite expensive" is a stereotypical
comment. Besides, I believe the old saying "you get what you pay for"
comes into play here.

If you have AutoCAD Release 14, you can attach TIFF images directly into an
AutoCAD drawing without converting them.
If you must vectorize, you can only do it with a 1-bit (black and white
linework) TIF image. Greyt scale or colours cannot be converted to vector
lines.
