EBay Sellers Are Screwed?

stuff outta the garage, mostly vintage 70mm camera equipment from my days as
a projectionist.
Anyway, I sell one item for about $500. All my auctions state the buyer has
7 days to pay. I invoice him the day the auction closes...... then nothing
for 7 days. On the 7th day after emailing him a reminder about payment, he
replies he's in another country and will "sort it out" when he returns in a
week. I reply that's unacceptable and give him an addition 2 days to
pay.... nothing. I go to file a non-payment complaint through eBay and they
basically give it another week before going to the next step which is simply
a refunding of my listing fee.
WTF? You cant leave negative feedback on bad buyers anymore (yet they can do
so to sellers) and it appears they get no nicks on their ebay record
allowing them to continue being crap buyers with perfect records.
Not to mention I was shocked everyone has to go through eBay's paypal scheme
to sell/pay now.

Sold Bose Wave Music System, on E-Bay, to buyer in NY. Funds were put in PayPal account; however, they had the funds restricted so that I had no access to them.
Printed Label to address asked by buyer. Took pictures prior to boxing with bubble wrap. Taped box securely, attached label to box, took box to USPS main airport center, and shipped Priority mail.
Package arrived 2.5 days later, item was signed for, & box unpacked. Buyer stated in E-mail to E-Bay and myself that when she tried to play her cds, they would not play. She then requested a refund and E-Bay had her print up a return label.
I received the box 15 days after label was printed. Took pictures constantly before and as box was unpacked. Laid items out and noticed that the Bose CD was missing, the player had a large crack right rear side going across the top rear of unit, and parts broken off. Found parts in box under the bubble wrap.
Called E-Bay and described how system was found returned. Filed Appeal of Buyer' Refund and 2 minutes later was told that E-Bay was still granting the buyer the refund.
After reviewing E-Bay's Policies and Procedures, I fell that I was violated by both the Buyer and E-Bay. I believe that E-Bay violated there own policies.
I am now out of approximately $300.00+ and feel that I was Violated.
I have alot of printed materials and photos to prove my side of the situation; however, E-Bay was not interested in considering this material.
I am asking for help with this situation.

PLEASE DO NOT SELL ANYTHING ON E-BAY! THEY WILL SCREW YOU OVER AS MUCH AS THEY DID ME. THEY TOOK AROUND $300 OUT OF MY POCKET AND GAVE IT TO A BUYER THAT CLEARLY LIED; AND FURTHERMORE, FLAGRANTLY DISREGARDED THEIR OWN POLICIES AND PROCEDURES, AND I HAVE PROOF.
