Need Formula for Deciding When Cost to Preserve Exceeds Need

As a long-time supporter of historic preservation, I have come to
comclude that there are hard-core preservationists who want to save at
all costs and there are those who must foot the bill - those being the
ones who try to decide if and when to save a site. I like to think
I'm a member of the latter - practical preservationist.

The question is "How does one determine when to let a building go?"
There must be a checklist-type set of criteria and a cost-benefit type
of analysis to do this. Have any of you gotten into this in a good,
objective way? If so, I'd like to hear your comments.
