How do I get a 1 hour rating under stairs?

What would be great is a building material
with same physical characteristics of wood,
where construction and strength is concerned,
except non-inflamable.

What's UL305? It's not a listed assembly.

And I know you don't mean UL Design U305, since I'm confident you know
the difference between a wall and a floor.

You'll just have to buck up and treat it as a calculated assembly
through the building code (or a prescriptive assembly under IBC). An
IBC caclulated assembly will often require blocking @ 16" o.c since
stair stringers are usually further apart than the 16" required by the
code.
