Is that blank CD-Rs, in which case they are expensive or ones that have VCDs
burned on them in which case thats illegal, and also would upset the
encoders who provide a service until the DVDs are released.

I guess it is already illegal to download them.
Besides the cost of the cd-r, the burner itself costs money too.
And then the time spend for burning them, and not being able to use
your computer.
So, that could be the added charge.
I myself share freely, and see no problem with downloading for
in time the TV station will buy the episodes with my license fees
or commercial income.(which I pay for, when I buy products).
And if the DVD`s are any good, I buy them too.
