Two men are adrift at sea in a boat. They have three cigarettes between
them but no matches or lighters. How do they get to smoke the
cigarettes?

Toss one cigarette over board to make the boat one cigarette lighter.

Hehehe. Yeah, but with the phrasing of the question, it asks nothing
about a cigarette lighter. It asks how they get to smoke the
cigarettes. So that STILL leaves the question unanswered. How do
they get to smoke the cigarettes? I challenge you to come up with a
good answer for that.

They have a lighter behind on of them....(not between them as you
stated).

A couple of easy answers come to mind,

1. The cigarettes were already lit when they got in the boat,

2. They lit the smokes with the last match prior to the telling of the
riddle,

3. They asked for a light from the people in the next boat,

4. They smoked them after they got where they were going.
