RSR Question on Polar Glory

In one of my frequent daydreams, I was wondering why TC/LB did not
write the Sovs employing their naval infantry contingent as the
assault/occupation force for Polar Glory (the seizure of Iceland).
Given that it was a Navy operation I would have expected the Sov Navy
to use their own assets as much as possible, rather than go to STAVKA
to use one of the airborne divisions.

Of course, one explanation is that the Soviet naval infantry estab is
a rather small one, while the Soviet airborne estab is rather large...

I thought the rather measly Red Banner Northern Fleet Naval Infantry
contingent was employed in Norway.
