This is not a production by RAH that I know of... in fact I have an idea it
is from the late 30's pulp Amazing and by L. Ron Hubbard under a pen name.

The story you are looking for is the first installment
(called, I believe "Jay Score") in Eric Frank Russell's
"Men, Martians, and Machines". Russell was NOT one of
RAH's pseudonyms, and definitely not one of L. Ron
Hubbard's.
