As a UKian I have always thought that it was a reference to the 'Chelsea
Pensioners' who do just that. Especially as the ranks of Old Soldiers is
always replenished so they don't die (corporately that is).

FWIW, I would have said it was " ... they *only* fade away". I
wouldn't have particularly associated it with the Chelsea Pensioners.
