the new religion in "Sirens of Titan"

When I first read Vonnegut's "Sirens of Titan" in the late Sixties, I
didn't understand "The Church of God the Utterly Indifferent," in
invented by Winston Niles Rumfoord.

But in the years that followed, it occurred to me that Vonnegut may
have consciously predicted quotas and affirmative action before they
became governmental realities.

Is this true, and if so, was the author advocating them or
illustrating their absurdity?
