Actually that verse was well known for exactly what it was.
A play on words.
The foundation of the church was from Verse 16 - And Simon Peter answered
and said, Thou art the Christ, the Son of the living God.
This is confirmed in Peter's own espistle.
1 Peter 2: 5-6 - Ye also, as lively stones, are built up a spiritual house,
an holy priesthood, to offer up spiritual sacrifices, acceptable to God by
Jesus Christ.
6Wherefore also it is contained in the scripture, Behold, I lay in Sion a
chief corner stone, elect, precious: and he that believeth on him shall not
be confounded.
Here Peter tells us that he is only one of the lively stones that build up a
church.
The Foundation (Corner) stone is Jesus.

John 1:40-42 says it more explicitly (than Matt. 16 below) so that it
(the "rock") cannot be understood to mean Yeshua` himself, "One of the
two which heard John speak, and followed him, was Andrew, Simon
Peter's brother. He first findeth his own brother Simon, and saith
unto him, We have found the Messias, which is, being interpreted, the
Christ. And he brought him to Jesus. And when Jesus beheld him, he
said, Thou art Simon the son of Jona: ***thou shalt be called Cephas,
which is by interpretation, A stone"***, i.e. A rock.
Yeshua` said this because Simon Peter did what Yeshua` said to do
(like "keep the commandments: - Matt. 19:16-17):
Matthew 7:21-27 Yeshua` says, "Not every one that saith unto me, Lord,
Lord, shall enter into the kingdom of heaven; but he that doeth the
will of my Father which is in heaven. Many will say to me in that day,
Lord, Lord, have we not prophesied in thy name? and in thy name have
cast out devils? and in thy name done many wonderful works? And then
will I profess unto them, I never knew you: depart from me, ye that
work iniquity. ****Therefore whosoever heareth these sayings of mine,
and DOETH them, I will liken him unto a wise man, which built his
house upon a ROCK:**** And the rain descended, and the floods came,
and the winds blew, and beat upon that house; and it fell not: for it
was founded upon a rock. And every one that heareth these sayings of
mine, and doeth them not, shall be likened unto a foolish man, which
built his house upon the sand: And the rain descended, and the floods
came, and the winds blew, and beat upon that house; and it fell: and
great was the fall of it."
Matthew 16:13-17 says, "When Jesus came into the coasts of Caesarea
Philippi, he asked his disciples, saying, Whom do men say that I the
Son of man am? And they said, Some say that thou art John the Baptist:
some, Elias; and others, Jeremias, or one of the prophets. He saith
unto them, But whom say ye that I am? And Simon Peter answered and
said, Thou art the Christ, the Son of the living God. And Jesus
answered and said unto him, Blessed art thou, Simon Barjona [son of
Jona]: for flesh and blood hath not revealed it unto thee, but my
Father which is in heaven. And I say also unto thee, That ****thou art
Peter, and upon this rock I will build my church;**** and the gates of
hell shall not prevail against it. And I will give unto thee the keys
of the kingdom of heaven: and whatsoever thou shalt bind on earth
shall be bound in heaven: and whatsoever thou shalt loose on earth
shall be loosed in heaven."
God is also the Rock, but as Yeshua` said in John 10:38 - "But if I
do, though ye believe not me, believe the works: that ye may know, and
believe, that ***the Father is in me, and I in him."*** AND in John
14:20 Yeshua` says, "At that day ye shall know that ****I am in my
Father, and ye in me, and I in you."****
De 32:15 - "then he forsook God which made him, and lightly esteemed
the ROCK of his SALVATION."
De 32:18 - "Of the ROCK that begat thee thou art unmindful, and hast
forgotten God that formed thee."
