This isn't specs for UUCP, but here's the README on uccico, a
UNIX-side gateway program for Citadel:

uccico implements Citadel BBS (STadel and marginal Cit-86)
networking for a UNIX system. It works much like uucico you're used
to with UUCP. uccico handles UseNet news and RFC822 mail conversion
internally as well as 'sysop' file transfers (as defined by Citadel)
using normal UUCP commands. It is a handy companion to Unidel, posted
in alt.sources Nov 1991.

uccico is fairly clean code and has compiled on Microport Sys V/286
(SVRel 2), NCR Tower-32 SVR2 and Microport Sys V/386 (SVRel 3). I
just compiled it on my SVR4 system and it did compile, but I have no
Citadel systems I am currently in contact with, so can't test it.

uccico and Unidel are both available for download from Bitsko's Bar
& Grill BBS, +1 801 566 6283, in the Unidel room.
