This is Steve from Citylink 360. After years of revamping and working with the old Excalibur system and trying to bring it back, there is a way to get the client terminal and system to work on the new 64 bit setups.
I am changing over my entire setup to be web based now, because it was simply too much work and hassle and found most people did not want (or know how to) download a special patch directly from Microsoft that allows you to use a 32 bit (which will run the 16 bit apllication). There is a 32 bit program built into many of the 64 bit OS's. It is names the same BUT IT IS NOT THE ONE YOU NEED. There is a different 32 bit patch/application directly from microsoft you have to get to make this possible.
I won't take the time to try to reasearch it again, because I simply don't remember (it was about 2 years ago), but I do have the patch in my archieves if anyone is interested in using it. IT DOES WORK, because I used it many times up to Windows 7 64 bit OS.

I would have loved to be able to use all the old work I had done (I had 14 countries in 7 languages running on that old stuff and many years of work went into it) but had to finally just give up and go to a web based platform which I am still working on.
Hopefully the new web based platform will be ready for basic launch in mid 2014. Its been a pain in the arse working with IE, but the other browsers, like Chrome and Firefox seems to do well with the web code.
But again, the old system will work on a 64 bit system for both host and client with this patch and a few work-arounds.
Hope this helps if anyone is still wanting to play with the old Excalibur. But just note, most people will not want to go through and use the patch from Microsoft, nor do they want to download a client software. That is why I had to go to a web based platform now.
