The 2024‑25 Budget
California’s Fiscal Outlook
Executive Summary
California Faces a $68 Billion Deficit. Largely as a result of a
severe revenue decline in 2022‑23, the state faces a serious budget
deficit. Specifically, under the state’s current law and policy, we
estimate the Legislature will need to solve a budget problem of $68
billion in the upcoming budget process.
Unprecedented Prior‑Year Revenue Shortfall Creates Unique
Challenges. Typically, the budget process does not involve large
changes in revenue in the prior year (in this case, 2022‑23). This
is because prior‑year taxes usually have been filed and associated
revenues collected. Due to the state conforming to federal tax
filing extensions, however, the Legislature is gaining a complete
picture of 2022‑23 tax collections after the fiscal year has already
ended. Specifically, we estimate that 2022‑23 revenue will be $26
billion below budget act estimates. This creates unique and
difficult challenges—including limiting the Legislature’s options
for addressing the budget problem.

N.Y. budget leaders want to avoid education, health cuts amid $4.3B
gap
New York's fiscal leaders on Tuesday said they want to steer clear
of increasing taxes and rolling back increased state funding for
education and health care services as they prepare to combat a $4.3
billion budget deficit next year.

Achieve Sufficient Funding
What Does this Outcome Mean?
Our funding comes from two main sources, the State Highway Fund and
the federal government. Despite a solid track record, we can't count
on either to help us build a modern transportation system. State
Highway Fund revenue is on the decline and federal funding rates
have been flat for a decade. If we don't act, our budget deficit
will be $720 million by 2027.

ILLINOIS ON PACE TO DIG $6.2 BILLION DEEPER IN DEBT THIS YEAR
The State of Illinois is on pace to spend an additional $6.2 billion
more than it receives in revenue this fiscal year alone if the state
continues its current rate of spending without a budget.
The deficit projection is higher than originally projected because
court orders and consent decrees are requiring spending at FY 15
levels or whatever is required to maintain existing service levels,
regardless of the cost. Specifically, the state Department of Human
Services and the Department of Healthcare and Family services are on
pace to exceed last year’s appropriations by $1.2 billion.
At the same time, Illinois is bringing in about $5 billion less in
revenue annually primarily because of the sunset of the temporary
income tax increase. When you put it together, it’s $6.2 billion
more in debt for a state that already had a multi-billion bill
backlog.
It's obvious. Democrats have no spending discipline and support
invading hordes over American citizens.
Democrat voters are ignorant and cowardly.
They are useless Soylent Green candidates.
