*** U.S. DOT/DOS and Airport officials meet with China on routes
US Department of State and Department of Transportation
officials, along with a dozen representatives from airports
and 30 airlines officials from the US will be negotiating
with their Chinese counterparts for routes for air commerce
between the two countries. "We are competing with other
airports for a stop over that will allow Chinese airlines
increased access to points in the United States, and to
increase passenger and cargo transfers in Alaska,” said
Dave Carlstrom of the Fairbanks Industrial Development
Corporation (FIDC). Carlstrom, and Meredith Sandler from
the State of Alaska Governors office in Washington D.C.
will represent Alaska and the Alaska International Airport
System during the conference on Feb. 24-26 in Beijing, China.
US DOT officials recently adopted a pro-Alaska negotiating
policy, and officials hope to see this implemented in these
negotiations, according to Carlstrom. Alaskan officials hope
to attract the major Asian country's business using their
geographical proximity to other major world economies, and
for re-fueling and cargo loading activities. Carlstrom, who
markets for Fairbanks International Airport was also involved
in obtaining gateway status for Chinese airlines to Anchorage
International and Fairbanks International Airports during
negotiations in March 1986. Gateway status gives the Alaska
airports first point of entry on route descriptions by the
Chinese that are required by International transportation
officials. New routes negotiated are hoped to benefit both
U.S. carriers and Chinese airlines looking for more access to
the United States. Carlstrom will be available by e-mail

*** FAA Proposes Fines Against Airborne Express
The Federal Aviation Administration has issued
notices proposing to assess a total of $210,000
in civil penalties against Airborne Express and
three companies it contracts to handle hazardous
materials. The notices allege that Airborne Express
and its contractors failed to provide appropriate
training to employees who handle and load hazardous
materials for transportation by air.
