Does anyone know the specifics of California law regarding if and when
you are required to display a front license plate?

I had heard previously that, if your car did not come with a mount
specifically designed for it, a front license was not required.

Anyone know otherwise?

California requires both a front and rear license plate, and as far as I
know there are no exceptions other than the fact that the law is rarely
enforced in most counties, the one exception to enforcement that I know of
being the City and County of San Francisco, where not displaying the front
plate will get you a fine and a moving violation (not considered a "fix-it
ticket" here). The reason is that a lot of public money was spent on
cameras to photograph red light runners here, and the pictures are unusable
if no license plate is visible. We have an epidemic of red-light runners
here in SF...

Thanks for the info. I did some more research, and all
information I've found supports what you said. Interesting, especially
since I too live on the peninsula and have not been bothered by this
until now. I find it particularly amusing that, in spite of this law,
the DMV only provided me with a single plate for my '99. If I didn't
believe so whole-heartedly in their inefficiency, I'd suspect it was a
crafty plot with the CHP to get more of our money.
