However, I went to get the emissions test a couple of days ago, and
didn't realize until after it had failed that the check engine light
was on. I've since been trying to decide where to take it to get the
sensor replaced, but this morning I noticed the light is off again.
Now I'm wondering if it would pass right now, or if I still need to
get it fixed? Would it be reasonable for me to ask to have it retested
even though I haven't taken any action to fix it?

It may not be an oxygen sensor. It turned out that the MAS sensor was
dirty in my '99 Tacoma. The dealer had previously replaced the sensors
twice on this truck before I bought it. A mechanic friend tipped me off
on the airflow sensor being dirty could cause the problem. I picked up a
can of cleaner at the local parts store (about five bucks), removed the
sensor (two minutes), cleaned it and let it dry on the bench for an hour
or so and put it back in the plenum ( two philips head screws). That was
last March. I have not had a check engine light come on since then. A
lot cheaper than replacing oxygen sensors.

If it's not the ECU (which P0133 can be with the grounding transistor
circuit) and the wires check out, then consider Bosch *planar* type
sensor as replacement. Better than the old thimble junk.

Free retests seem to be pretty standard here in Utah. Thanks for the
suggestions. The only repairs I've done myself so far are changing the
brakes, so I'll probably just take it in to the shop. I just need to
decide where to take it.

There are tons of articles on this site about O2 sensors and people
asking questions about their engine codes. I had the same error code
you had and I did a Throttle Body Cleaning on mine and it after
pulling the EFI fuse under the hood to reset the engine light, I was
back up and running.
I actually ran with my engine light on for a year or so thinking the
problem was my O2 sensor and just didn't want to pay the +$120 for a
new sensor (what a friggin rip off). One day when i broke down and
bought one, I checked back on this forum and someone suggested doing a
throttle body cleaning. I figured i would try it out and about $2.15
later, i was good to go. The next day, I returned the unused sensor.
Oh, when you are posting to this forum (or any other for that matter)
make sure you let us know what make, model, year vehicle you have b/c
it helps us when we are giving our 2 cents worth of advice!
